These doctrines change torpedo snake behaviour and AI evasion behaviour from torpedos. The torpedos used to always turn right when enabling within standard DW; now they have a randomised snake direction at enable (which you can observe with 'Show Truth' switched on). The sub AI is now much smarter at evasion from torpedo attack, mainly in the form of dropping below the layer (most, but not all of the time) when running from torpedos, in order to go below cavitation depth and below the layer with respect to the torpedo (as would a real-world evading sub). This makes it much harder for torpedos to acquire when they enable, whereas previously in the standard DW doctrines, torpedos would enable and acquire the target sub almost immediately because the subs were usually near to the surface and cavitating loudly when the torpedo enabled, so very easy to detect. That's very unrealistic behaviour for any sub full of humans to do (unless the water is shallow under keel), as you would get nailed very easily in real life, as was the case prior to these doctrine changes in DW. Basically, the sub AI is more cunning about not getting acquired so easily, and thus subs are much harder to kill, unless you get close and have very good TMA and depth estimate.

Subroc.txt doctrine altered to fix the very poor standard SUBROC accuracy issues. Anti-submarine rocket trajectories have been adjusted for much improved and useful behaviours. Best accuracy occurs within the range 17.5 nm to 37.5 nm from the launch point. i.e. from just beyond sub-launched torpedo range. Accuracy from 15nm to 5 nm is degraded due to overshooting of the target by about 1 nm. Accuracy from 40 nm to 55 nm also degrades due to under-shoot of the target by about 1 nm (i.e. at long-range). The SS-N-15 SS-N-16, SS-N-27 ASW and MK-46 ASROC are thus a much more serious threat and a more useful offensive weapon within this database. Have your countermeasures ready to be fired at any time, and have an evasion plan an strategy!
